Distributed controller v3 — surviving the worst case

We rebuilt the flight controller around the cluster from the ground up. In bench fault-injection we cut power to six of the 22 units at random — the control logic redistributed thrust within milliseconds and held a stable attitude every time. Redundancy isn't a feature we added; it's the architecture.
